Job Description
Change programme Finance Manager
Scope of Work
The purpose of the role is to manage the portfolio teams to provide financial control and assurance across the 3 portfolios of change projects that are directly managed by the Change Programme and to ensure that a consistently high quality of service is maintained to the projects and the change boards that we support.
The role will involve managing a team of 3 qualified accountants, prioritising workload to ensure all reporting deadlines are met, working with the team to develop reports that are suitable for the Change Boards and at a project level. Identifying financial risks and opportunities and supporting managers in developing mitigating actions. Mentoring the team members and ensuring that their development needs are identified and suitable Personal Development Plans (PDPs) are put in place to enable the team to gain the status of a centre of excellence becoming the source of choice for financial support for projects and programmes.
Roles and Responsibilities
In Particular, the post will be responsible for:
Project Accounting:
Managing the teams resources to deliver excellence to all aspects of managing project finances from the point of investment propositions being presented for approval.
Ensuring that all members of the team understand the relationship between business cases and the budgets being managed by the projects.
Manage the team to deliver high quality financial information for project Senior Management Teams (SMTs), Project and Change Boards in a timely fashion to support business decisions.
Champion adherence to RAB, and good accounting practice for all aspects of projects financial management including, but limited to - correct classification of expenditure against capital and revenue, correct treatment of fixed assets and VAT, recording of financial commitments within Oracle.
Developing the team:
Ensuring all members of the team have PDPs and that areas for development are identified and staff are suitably supported in achieving their development goals, including managing performance issues.
Championing professional standards and CPD.
Representing Change Finance:
Represent the Finance Manager on Change Boards and in other change for a as required.
Compliancy Checks and Quality Assurance:
Ensure that the project accounting teams are accounting for expenditure in-line with the appropriate accounting treatments, and to ensure that project expenditure has been posted against the correct accounts in Oracle.
To carry out reasonable checks on project monthly actuals.
Ad-hoc reporting and analysis as required.
